Introduction: Pakistan’s first National Vocational Qualification Framework (NVQF) was launched in March 2015 after series of consultations with all TVET stakeholders. developed by NAVTTC under the TVET Reforms Support Program (TVET-RSP) The main objective of NVQF is to deliver a skilled and qualified workforce in Pakistan . The NVQF document and support manuals streamlines the procedures and processes for development, assessment and management of NVQs. In a joint workshop of all stakeholders in November 2016, it was decided to review the existing 11 operational manuals and merge them in to 3 operational manuals:

Structure of NVQs
The structure of NVQF contains eight levels.National Vocation Certificates for level 1 to 4Diploma for Level 5Level 6 to 8 will be assessed and degrees awarded by universities accredited by HEC.The National Vocational Certificate (NVC) level 1 to 4 prepares students from a semi-skilled person to a professional.TTB Sindh Assess the candidates for Level 1 to Level 4 Vocational qualifications |
Management of NVQs An “NVQF Management Committee” (NMC) has been constituted at the national level to overall manage and give policy directions on management and implementation of NVQs Quality Assurance of NVQs The NVQF Quality Assurance (QA) system consists of five major interrelated and interconnected systems; a) Quality assurance of NVQF qualifications b) Quality assurance of the delivery and conduct of training c) Quality assurance of assessment and certification d) Quality assurance of the NVQF management system and e) Monitoring and evaluation of the NVQF. |
Vocational Qualification Development procedure |
1. Labor Market Demand analysis : NAVTTC collaborates with industry experts, employers, and other stakeholders to understand the skills and competencies required in various sectors. This ensures that the qualifications are relevant to the job market. 2. Qualification Development committee consitution: Based on the industry requirements, NAVTTC develops aQDC for the NVQs. This framework outlines the levels of qualifications, the competencies required at each level, and the structure of the training programs.
3. Standards Development: Specific standards and criteria for each NVQ are developed. These include detailed descriptions of the skills, knowledge, and behaviors required for different job roles. 4. Competency Map Development: To determine the skills, behaviors, abilities and knowledge the job title requires for qualification to be developed, the Competency Mapping workshop (DACUM meeting) takes place . The outcome of the meeting i.e Competency Map/DACUM chart provides the basis to determine Competency standards. 5. Competency Standards development: Mainly CWith the standards in place, NAVTTC designs or approves the curriculum for training providers.
