NOSS (GII & GIII)
The National Training Bureau (NTB) was established in 1957 under the Ministry of Labour and Manpower. Its primary aim was to address the need for organized and systematic occupational training across various sectors in Pakistan. The core functions of the NTB were to set standards for training programs and to ensure recognition of vocational training institutions & programs to impart quality vocational education as per national requirements. In its early years, the NTB focused on the development of training methodologies and the establishment of National Occupational Skill Standards.
In order to meet the demand of skilled workers & to develop & promote the vocational training system in Pakistan, the National Training Bureau (NTB) as an apex body took meaningful steps. The most significant achievements of NTB were the development of “National Occupational Skill Standards” and “Training Syllabus” for the Vocational Training System.
At the time of development, i.e., the 1970s, the highlights of NOSS were:
- Occupational qualifications were developed under close industry consultation.
- Skill standards, curriculum, & TLMs were developed for uniform training standards across the country.
- Provincial Training Boards (PTBs) were also established for quality training management.
Training institutes, working under the Directorate of Manpower and Training, have opted for NOSS since 1982. The usefulness of most of the NOSS standards and curriculum's has become lesser and lesser because of the industrial advancements since the 1970s up to date. Newly developed NVQF qualifications to meet more industrial demands have emerged. National vocational qualifications are meeting industry better now a days than the NOSS. A few examples are:

Any ways NOSS system is still in practice at training institutes all over Pakistan, and the Trade Testing Board, From its foundation, i.e. 1994, is conducting GIII & GII examination under NOSS training system for following categories:

In order to become eligible for the Final Trade Examination, the training provider / RTO must provide a trainee portfolio, including:
- Attendance record.
- Monthly test clearance record.
- Evidence of activities performed during training
